Abstract
A landscape ordinance attempts to accomplish explicit purposes directed towards creating a more attractive community, creating an environmentally sensitive urban landscape and providing an economically feasible solution to energy costs and sustaining property values. The purpose of this thesis is to understand the process of preparing or revising a landscape ordinance, thereby creating a model landscape ordinance and interpreting the key elements required in creating an enhanced community. The purpose is to also develop a adoption process which may be used by municipalities in adopting and implementing the model landscape ordinance. A final purpose to this thesis is to provide more information on the topic because of the limited amount of literature concerning the creation of landscape ordinances.
