dc.description.abstract <p>The purpose of this case study was to describe how one regional team addressed, implemented, and managed POS/TSA. Utilizing McGregor's theories of management, Kelman's social influence theory, and Weick's small wins as the guiding framework for this study, three themes emerged which described participants' views about POS/TSA: absence of regional team in POS Model development and implementation, building a culture of collaboration, and cultivating collaborative relationships. Implications for secondary districts, community colleges, and state education departments include asking questions before joining collaborative ventures, consideration of institutional cultural differences when choosing collaborative partners, and supporting mandates with formalized technical assistance. In addition, recommendations for future research are discussed.</p>
