dc.description.abstract <p>Modern democracy and modern nationalism are two developments which the men of today have inherited from the nineteenth century. They have developed concurrently over the past century and a half and on occasions have appeared to be not only complementary but even necessary to each other. Today the very existence of democracy appears to be threatened by the excesses of nationalism. It is the purpose of this bulletin to consider how this has come about in order to understand the problem with which this generation is confronted.</p>
