| dc.description.abstract | <p>Last month the author discussed the basic factors affecting rapid change in our rural areas. He noted that past attempts to indirectly increase income flows in rural communities through government farm program have not reversed the economic decline of many small communities. This article analyzes alternative farm programs facing Congress in 1970 and compares the short and long-term effects of each on communities.</p> | |
